Metropolitan Pima Alliance Board Opposes City of Tucson’s Proposed DTM Fees

TUCSON (April 30, 2026) The Metropolitan Pima Alliance (MPA) Board of Directors has voted unanimously to formally oppose the City of Tucson’s proposed Department of Transportation & Mobility (DTM) loss of value and loss of use fees.

Potential Economic Impacts

The proposed fee structure could substantially increase development costs across the region. These added costs will put further pressure on housing affordability, discourage local investment and slow job creation at a time when economic stability and growth are essential.

Safety and Infrastructure Concerns

The proposed fees may also affect the timing and coordination of vital infrastructure work. Delays in repairs or construction—whether due to increased costs or extended approval processes—can expand work zone exposure and elevate safety risks for workers and the traveling public. Efficient, well coordinated construction activity is critical to maintaining safe and functional roadways.

Ongoing Engagement

MPA will continue to evaluate the proposed fee changes, gather member feedback, and work collaboratively with regional partners, in an effort to ensure any changes to the fee structure support responsible development, economic vitality, and public safety. The organization remains committed to advocating for policies that strengthen the region’s long-term growth and competitiveness.
